Pretty simple actually. You just fill the 'hair' layer with a solid color, the make a layer above it and with thin brush ( 3-5pxls) do hair strands in the direction that hair flows. then On layer above, with same brush, do more strands but with darker color as shading. Then add some gradients :3

Trick here is to know how hair flows otherwise, it's simple :)
